Meet Jacques...

In the beautiful rhythm of life, Pastor Jacques McNeil lives as both a witness and a guide. She walks with grace, teaches with clarity, and leads with purpose. She is a woman of consistent faith, deep conviction, and quiet strength. Married to her partner in purpose, Bishop David A. McNeil, and mother to their beloved daughter, Micaela, she serves alongside her husband at Transforming Lives Ministries (TLM) in Los Angeles, California. Since launching TLM in October 2015, their mission has been to raise up Agents of Transformation who are equipped to impact the world around them.

Jacques is known for her creative spirit, elegant delivery, and deep, discerning ear. She is not just a pastor. She is a builder of people. Whether teaching the Word, coaching high-achieving women, or creating transformational resources, Jacques moves with intention. Her faith is practical, her leadership is nurturing, and her wisdom is timeless.

 Transformational Leader

Faith Catalyst

Growth Ambassador

Jacques McNeil is a woman of vision, voice, and impact. Her words carry weight because they are rooted in truth and shaped by lived experience. For more than 25 years, she has cultivated sacred spaces where women gather, grow, and flourish. She founded the W.I.T.N.E.S.S. Book Club (Women Inspired Through Networking Elements Sister to Sister), a nationally respected fellowship that went far beyond books. Through monthly gatherings, powerful retreats, and dynamic conferences, women from all walks of life found connection, clarity, and community.

In 2020, Jacques launched her podcast, Empowered by the Word, which continues to serve as a beacon of light for listeners seeking spiritual encouragement, biblical teaching, and real-life application. Each episode is a space of renewal and reflection, designed to help believers live anchored in God’s truth.

Jacques is also a contributing author on the global YouVersion Bible App, with two powerful devotionals reaching readers around the world:

  • Arise: How to Get Back Up When Life Has Knocked You Down
  • Perfectly Imperfect: Discovering Grace When Perfect Isn’t Possible

These devotionals reflect her heart to minister to those who feel overwhelmed, overlooked, or on the edge of giving up. With grace, wisdom, and transparency, she offers spiritual tools to help readers rise, rebuild, and rest in the sufficiency of God’s grace.

As an author, Jacques is the writer behind Life Happens: 30 Strategies for Triumphant Living, a 30-day devotional that delivers real-life encouragement and time-tested biblical strategies for overcoming adversity and living with purpose. Her words are an invitation to heal deeply and grow forward.

Whether through books, podcasts, or personal conversations, Jacques McNeil uses her voice to awaken faith, call forth destiny, and remind others of the unwavering love of God.

Her Work

Her Witness

Her Beliefs

Jacques is the Founder and former Director of the W.I.T.N.E.S.S. Book Club Ministry (Women Inspired Through Networking Elements Sister to Sister), a 20-year movement that blossomed from a monthly book discussion into a powerful platform for spiritual growth, professional networking, and sisterhood. From 1995 to 2015, she led this vibrant community with vision and heart, creating safe, sacred spaces for women to connect, heal, and rise.

Through W.I.T.N.E.S.S., she spearheaded community outreach that went beyond the walls of the church. One of the most impactful initiatives was a large-scale humanitarian project that provided over 3,500 personal hygiene kits to women experiencing homelessness in the Skid Row district of Los Angeles. It was more than a gesture—it was a tangible expression of dignity and compassion for those in need.

She also curated women’s conferences, spiritual retreats, and service opportunities that nurtured both soul and intellect. Every gathering was designed to lift, equip, and unify.

Jacques believes leadership is a call to serve, and she continues to answer that call with grace and excellence. Her life’s work is a tapestry of faith, empowerment, and love in action.

She also believes transformation is not just a moment. It is a journey. That the Holy Spirit can breathe new life into weary places and that every woman carries a God-given purpose worth developing and sharing with the world.

With every message, every lesson, and every quiet act of faith, Jacques invites you to go deeper, dream bigger, and rise higher. One inspired soul at a time.

If You Asked Me To Describe Myself...

I am Bold, Courageous, Passionate, and Purpose-Driven

I was born in Canton, Ohio, where my childhood was shaped by faith, family, and a close-knit community. At the age of 13, everything shifted when my family relocated to Los Angeles, California. It was the beginning of my ninth-grade year, and I found myself in a brand-new environment, attending an all-girls school in the heart of the city. That season stretched me and shaped me. It awakened leadership, courage, and a quiet strength I didn’t know I had.

Over time, I discovered my voice. It grew stronger, more grounded, and deeply anchored in purpose.

But beyond titles and roles, I am someone who loves the richness of life and the beauty found in small, meaningful moments.

My Daily RHythm

My spiritual rhythm is the heartbeat of my life. Early mornings are sacred. I spend time in prayer, reading Scripture, journaling, and reflecting in silence. These moments prepare me to lead, serve, and speak from a place of peace and clarity.

I also make space for self-care. It is not optional. It is how I recharge and stay aligned so I can pour into others with joy and strength. Whether I am creating content, teaching a Bible study, coaching a client, or mentoring a leader, I show up with authenticity and intention.

“If your prayers aren’t impossible to you, they are insulting to God.”
— Mark Batterson

That quote lives in my spirit. It reminds me that we serve a God of the impossible and that faith requires us to believe beyond our comfort zones.

This is a glimpse into who I am, but there is always more unfolding. Life is layered. Each chapter reveals new purpose, new grace, and new opportunities to grow and give.

Thank you for being here. I look forward to walking this journey with you.
